Progression and development in many aspects of health and wellbeing will depend upon the stage of growth, development and maturity of the individual, and social issues or the community context. Planning needs to take account of these factors, ensuring that experiences are relevant and realistic for the young person in his/her circumstances. To address this, some experiences and outcomes are written to span two or more levels. Within these, careful planning will be required to ensure appropriate pace and coverage, and decisions will need to be taken about when and how the experiences and outcomes should be introduced. Local authority and school planning arrangements should ensure that these decisions are taken in the best interests of each child and young person, and take account of his/her social and personal circumstances as necessary.
